Establishes 15 maximum regular staff positions for the Arkansas Senate for fiscal year 2011-2012, including Director, Chief Counsel, Public Information Officer, and various administrative roles at specified salary grades.

Authorizes up to 2 temporary or part-time "Extra Help" employees at rates not to exceed those in the Uniform Classification and Compensation Act.

Appropriates $2,607,205 from the State Central Services Fund for regular salaries ($1,880,629), extra help ($25,000), personal service matching ($526,576), and maintenance and general operations ($175,000).

Appropriates $15,000 from the Constitutional Officers Fund for Senate Orientation expenses including per diem and mileage for members attending orientation programs.

Reappropriates unspent balances of up to $2,400,000 each from the Constitutional Officers Fund and State Central Services Fund, plus $700,000 each for computerization and facility renovations.
