Amends Arkansas Code § 19-5-205(e)(3) and (4) to authorize the Chief Fiscal Officer to transfer additional amounts from the General Revenue Fund to the State Central Services Fund during a fiscal year to fully finance all expenditures and obligations.

Establishes a calculation method for determining required transfers by subtracting total estimated expenditures from available resources, then multiplying by each agency's proportionate share of total estimated expenditures under the State Central Services Fund.

Protects enumerated agencies (legislature, courts, governor's office, state auditor, treasurer, secretary of state, attorney general, and Department of Finance and Administration divisions) from budget reductions if deficits occur in non-enumerated appropriations.

Requires any unexpended and unobligated balance above $5,000,000 remaining on June 30 of any fiscal year in the State Central Services Fund to be transferred to the General Revenue Fund Account for use in the following fiscal year.

Declares an emergency effective upon gubernatorial approval, passage without action, or veto override, citing irreparable harm to essential government programs from failure to fully finance the State Central Services Fund.
