Appropriates $900,000 to the Economic Development Commission from the General Improvement Fund for a grant supporting development and implementation of regional intermodal freight facilities and operations.

Authorizes new rules and regulations to be adopted to carry out the intent of the appropriation without restriction by requirements applicable to other programs currently administered.

Permits the Economic Development Commission to accept and use grants, donations, and Federal funds, plus unobligated cash income to supplement State Treasury funds for project financing.

Requires compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and Department of Finance and Administration regulations in fund disbursement.

Declares an emergency effective July 1, 2011, as required by Arkansas Constitution limiting appropriations to one-year periods.
