Appropriates $1,500,000 to the University of Arkansas at Pine Bluff from the General Improvement Fund for personal services, operating expenses, equipment, construction, expansion, and renovation of Plant Science Research and Teaching Facilities.

Permits the University to accept and use grants, donations including Federal funds, and unobligated cash income to supplement State Treasury funds for financing project costs.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursing funds.

Restricts use of appropriated funds to the stated purposes as evidenced by Agency Requests, Executive Recommendations, and Legislative Recommendations contained in budget documents and legislative minutes.

Declares an emergency clause making the Act effective July 1, 2011, citing constitutional limitations on appropriation periods and the need for immediate agency operation.
