Appropriates $750,000 to the Economic Development Commission from the General Improvement Fund for grants to cities, counties, planning and development districts, and other eligible entities.

Eligible uses for grant funds include land acquisition, construction, renovation, equipment purchases, industrial site development, intermodal facilities (ports and waterways), rail spur construction, road and highway improvements, environmental mitigation, and water and sewer system projects.

Appropriations are not subject to restrictions applicable to other programs and the Economic Development Commission may adopt new rules and regulations to implement the grants.

Contracts and obligations may not exceed State Treasury funds actually available; however, agencies may supplement with federal funds, grants, donations, or unobligated cash income.

Act becomes effective July 1, 2011, and includes an emergency clause declaring the appropriation essential to agency operations.
