Amends Arkansas Code § 26-52-401 to add a sales and use tax exemption for gross receipts or gross proceeds derived from sales of tangible personal property or services to the Arkansas Black Hall of Fame Foundation

Establishes legislative intent recognizing the Arkansas Black Hall of Fame Foundation as a non-profit organization that reconnects distinguished Arkansans with their home state and promotes tourism

Notes the foundation's partnership with the Arkansas Department of Parks and Tourism, Department of Arkansas Heritage, and Mosaic Templars Cultural Center

Recognizes the foundation's grants to non-profit organizations and efforts to improve health, wellness, youth development, education, and economic development across over 40 counties in the Delta and other underserved communities

Makes the tax exemption effective on the first day of the calendar quarter following the act's effective date
