Appropriates $50,000 to the Department of Rural Services from the General Improvement Fund for grants to cities and counties for construction, renovation, major maintenance of infrastructure, parking lots, and signage.

Authorizes the Department to adopt new rules and regulations to implement the appropriations without being restricted by requirements applicable to other programs.

Allows institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income to cover full project costs.

Requires compliance with state purchasing, accounting, budgeting, and fiscal control laws unless specifically provided otherwise by law.

Effective July 1, 2011 and declared an emergency measure necessary for immediate preservation of public peace, health, and safety.
