AR SB696

Appropriates $250,000 to the Department of Rural Services from the General Improvement Fund for grants to fire departments, counties, municipalities, and other eligible entities for fire protection, search and rescue, emergency medical services, and emergency management programs.

Allows the Department of Rural Services to adopt new rules and regulations to carry out the appropriation without being restricted by requirements applicable to other currently administered programs.

Permits recipient institutions and agencies to supplement state funds with grants, donations, federal funds, and unobligated cash income for financing project costs.

Establishes that appropriations and funds for Maintenance and General Operations of the agency shall not be used for purposes of this appropriation.

Declares an emergency effective July 1, 2011, stating that the appropriation is essential to the operation of the agency and the provision of essential governmental programs.
