Appropriates $100,000 from the General Improvement Fund to the Department of Human Services - Division of Aging and Adult Services for senior citizen center grants.

Funds may be used for construction, renovation, personal services, operating expenses, equipment purchases, and major maintenance of Senior Citizen Centers.

Allows the Division to accept and use supplemental grants, donations, and Federal funds in addition to the appropriated state funds.

Authorizes new rules and regulations to be adopted to carry out the intent of the appropriation without being restricted by requirements applicable to other programs.

Effective July 1, 2011 with an emergency clause declaring the immediate implementation essential to agency operations.
