Appropriates $100,000 to the University of Arkansas for the Criminal Justice Institute to be used for construction, equipment, maintenance, deferred maintenance, renovation, personal services, and operating expenses.

Funds are payable from the General Improvement Fund or its successor fund or fund accounts, with no contracts or obligations permitted in excess of actually available State Treasury funds.

Allows the University to supplement appropriated funds with grants, donations, Federal funds, and unobligated cash income, provided that existing Maintenance and General Operations appropriations are not redirected for these purposes.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws in disbursement of funds.

Declares an emergency effective July 1, 2011, citing the constitutional prohibition on appropriations exceeding one year and the necessity for immediate agency operations.
