Appropriates $100,000 to the University of Arkansas Poultry Science Department from the General Improvement Fund for personal services, operating expenses, supplies, and equipment to study the benefits of giving lignite infused water to poultry.

Allows the university to supplement state funds with grants, donations, federal funds, and unobligated cash income, but prohibits use of existing Maintenance and General Operations funds for this project.

Requires strict compliance with state purchasing laws, accounting procedures, revenue stabilization laws, and regulations from the Department of Finance and Administration when disbursing funds.

Declares an emergency effective July 1, 2011, citing the state constitutional requirement that appropriations cover only one-year periods and the need for immediate funding to maintain agency operations.
