Appropriates $3,000,000 from the General Improvement Fund to Southern Arkansas University for personal services, operating expenses, equipment and supplies for core sampling of lignite.

Prohibits contracts or obligations from exceeding available State Treasury funds, but allows the university to supplement with grants, donations, Federal funds, and unobligated cash income.

Restricts use of appropriated funds to the stated purposes and prohibits transfer to Maintenance and General Operations funds.

Requires strict compliance with State Purchasing Law, General Accounting and Budgetary Procedures Law, Revenue Stabilization Law, and other applicable fiscal control laws.

Declares an emergency effective date of July 1, 2011 to ensure the appropriation is immediately available for the agency's operation.
