Changes constable training academy travel expenses from mandatory ("shall") to discretionary ("may") payment by the county under Arkansas Code § 12-9-206(b)(2)

Modifies constable compensation provisions to allow quorum courts to fix salaries "may" rather than "shall" under Arkansas Code § 14-14-1205(d) and § 21-6-308(a)

Revises definition of "county employee" and "county government" to explicitly include townships created by law and subordinate to county government under Arkansas Code § 14-14-1206(b)

Authorizes counties to pay reasonable expenses associated with requirements under Arkansas Code § 14-14-1314

Adds requirement that law enforcement officers must be appointed by the sheriff to act on behalf of a county or conduct county affairs under Arkansas Code § 14-15-503(a)
