Reinstates law enforcement authority to seize driver's licenses from persons under 21 years of age charged with minor in possession of alcohol for immediate administrative suspension.

Expands minor in possession penalties to apply to all persons (removing the previous age 18+ restriction) and allows judges to impose essay requirements and probationary conditions for violators under 21.

Requires arrested persons under 21 to immediately surrender their driver's license, permit, or other driving privilege to the arresting officer at time of arrest.

Repeals provisions that exempted juveniles under 18 from driver's license seizure and from general surrender-of-license requirements for minor in possession violations.

Implements recommendation from the Task Force on Substance Abuse Prevention's October 2010 report to create consistent consequences for all underage drivers charged with alcohol possession.
