Amends Arkansas Code § 9-8-204 to modify eligibility requirements for guardianship subsidies for children in state custody.

Removes the requirement that a child must have "special needs" to be eligible for a guardianship subsidy.

Eliminates means-based test qualifications for guardians and removes the requirement for a specific degree of relationship between guardian and child.

Adds new requirement that the prospective guardian's home must comply with Child Welfare Agency Review Board foster home licensure rules and Department of Human Services foster home approval standards.

Changes foster care residency requirement from six (6) consecutive months to at least six (6) consecutive months "after the prospective guardian's home was opened as a foster home" and permits funding for non-Title IV-E eligible children when adequate funding is available.
