AR SB713

Amends Arkansas Code §§ 10-3-1103 through 10-3-1106 to clarify the duties and responsibilities of the Joint Interim Committee on Legislative Facilities regarding management of State Capitol Building space and legislative facilities.

Explicitly authorizes the Committee to administer repairs, improvements, furnishing of committee rooms, rental payments for displaced state agencies, and reallocation of legislative space both inside and outside the State Capitol Building.

Grants the Committee power to review space usage, make reallocations and room use policies for legislative needs, and undertake improvements as single or multiple projects after consulting with the Legislative Council, affected agencies, and the Governor.

Repeals Arkansas Code § 10-3-1110 regarding the Director of the Bureau of Legislative Research serving as ex officio disbursing agent for Committee appropriations.

Amends Arkansas Code § 22-2-103(c) to clarify that Arkansas Building Authority provisions do not affect or supersede the Committee's powers and responsibilities under §§ 10-3-1101 through 10-3-1109.
