Adds definition of "general liability insurance" to Arkansas Code § 17-33-101 as insurance protecting a business from third-party bodily injury and property damage claims arising from premises, operations, products, or completed operations exposures

Requires Class A, Class B, Class C, Class D, Class E, and Class L HVACR licensees to acquire and maintain general liability insurance as prescribed by board rule, with compliance deadline of January 1, 2012 for existing licensees

Exempts from insurance requirements licensees who are not engaged in performing HVACR service or installation for the public, are not designated license holders for a firm or business, or have inactive or deferred license status

Requires applicants for HVACR licenses to provide proof of general liability insurance before license issuance and requires renewal applicants to provide updated proof at renewal time

Authorizes the HVACR Licensing Board to establish minimum insurance coverage levels by regulation and subject non-compliant licensees to applicable penalties under chapter law
