Requires the Department of Education to submit the annual school performance report to the Senate Committee on Education and House Committee on Education no later than March 15 each year.

Mandates posting of school performance reports on websites of the Department of Education and individual school districts no later than March 15 each year, making them accessible to parents and guardians.

Adds student participation in College Preparatory Enrichment Program (CPEP) as a required metric in school performance reports for middle schools, junior high schools, and high schools.

Adds total number of students in grades 9-11 who took the ACT as a required metric for collegiate admission test results in middle and high school performance reports.

Changes language regarding department's authority to contract with design and printing vendors from "strongly encouraged" to "may" contract for services to improve report formatting and distribution.
