Amends Arkansas Code § 27-22-104(a) to clarify that operating a motor vehicle in Arkansas requires liability insurance coverage through either a certificate of self-insurance or an authorized insurance company policy.

Establishes four specific actions that create a rebuttable presumption of uninsured vehicle operation: (A) failure to present proof of insurance at traffic stop; (B) failure of the Vehicle Insurance Database to verify coverage; (C) failure to present an insurance card under § 23-89-213; or (D) failure to show valid insurance by other means.

Replaces the previous single presumption standard based on failure to present proof at arrest or traffic stop with an expanded list of four alternative conditions that trigger the presumption.
