Requires school districts to notify parents in writing before assessment and inform them of available services, including options under the Rehabilitation Act of 1973 and Section 504 if eligible.

Obligates school districts to implement state-approved screening and treatment strategies and purchase or develop reading programs for students with dyslexia and related disorders.

Requires teachers who screen and treat dyslexia to be trained in individualized, intensive, multisensory, phonetic instructional methods and various writing and spelling techniques.
