Amends the definition of "prepaid wireless telephone service" to include services with non-telecommunications components like digital product downloads and content delivered electronically, sold in predetermined units or dollars that decline with use.

Establishes a 65-cent monthly emergency telephone service charge on prepaid wireless telephone subscribers with numbers assigned to Arkansas, with collection methods based on account balance or revenue allocation formulas.

Creates a new 35-cent per retail transaction E911 charge on prepaid wireless calling service (distinct from prepaid wireless telephone service), collected by sellers and remitted to the Department of Finance and Administration.

Allows sellers to retain 2 percent of E911 charges collected and permits CMRS providers to retain 1 percent of emergency service charges for collection and handling costs.

Becomes effective January 1, 2012, and establishes procedures for Department of Finance and Administration to adjust the E911 charge proportionately when the commercial mobile radio service emergency charge changes.
