Allows eligible voters to register on election day by appearing in person at their precinct, completing a voter registration application and written oath, and providing proof of residence through valid photo identification or government documents.

Modifies Arkansas Constitution Amendment 51, Section 9 to permit same-day voter registration as an exception to the 30-day pre-election registration deadline that normally applies.

Requires same-day registrants to provide proof of residence within the precinct using either current valid photo identification with the person's name and address, or documents such as utility bills, bank statements, government checks, or paychecks showing name and address.

Amends Arkansas Code § 7-5-201 to specify that voter qualification requires registration either at least 30 calendar days prior to election or on election day, in accordance with Amendment 51 procedures.

Maintains existing voter eligibility requirements including no prior felony conviction (unless sentence discharged or person pardoned) and no adjudication of mental incompetence.
