Amends Arkansas Code § 21-6-402(b) to modify fees assessed by circuit clerks for preparing transcripts in case records on appeal

Implements a tiered pricing structure for transcript preparation pages: $2.50 for pages 1-1,000; $2.00 for pages 1,001-2,000; $1.50 for pages 2,001-3,000; $1.00 for pages 3,001-4,000; and $0.50 for pages over 4,001

Replaces the previous flat fee of $2.50 per page with graduated lower rates for larger transcripts to reduce overall costs

Maintains existing fees for other circuit clerk services including summons ($2.50), writs or executions ($20.00), certificates ($5.00), and indexing ($0.25 per page)
