Authorizes the Arkansas Department of Environmental Quality to issue general permits for categories of facilities or sources with similar operations, waste types, and monitoring requirements.

Requires facilities seeking general permit coverage to submit a notice of intent to the department, with the director able to require individual permits when necessary.

General permits must undergo public notice procedures for statewide permits, with the department paying publication costs and economic impact analysis required before public comment on new permits.

Establishes renewal procedures requiring the department to publish notice of intent to renew at least 365 days before expiration and final decisions at least 180 days before expiration, with permit terms continuing in effect if renewal decisions are delayed.

Only persons submitting comments during the public comment period may appeal permit decisions to the commission, which shall conduct hearings under specified administrative procedures.
