Permits home-schooled students to participate in interscholastic activities (athletics, fine arts, special interest clubs) in their resident school district with principal approval.

Requires home-schooled students to submit written participation requests within the first 11 days of the school year, with principal approval or disapproval within 30 days; principal's decision is final and not appealable.

Home-schooled participants must meet the same tryout criteria, eligibility standards, behavior codes, and pay the same fees as enrolled students, and must demonstrate educational progress with a standardized test composite score at or above the 60th percentile.

Prohibits students who withdraw from an Arkansas Activities Association member school to be home-schooled from participating in interscholastic activities for a minimum of one year after withdrawal.

Home-schooled students may be counted for activity funding purposes on October 1 and may ride school buses to events per district policy; false documentation of qualifications results in ineligibility and penalties.
