Creates one additional circuit judgeship in the Fifth Judicial District to be added to Arkansas Code Title 16, Chapter 13, Subchapter 13

The additional circuit judge shall be elected at the 2011 general election for nonpartisan judicial offices and takes office on January 1, 2012

The judge must meet standard circuit court qualifications, receives the same salary and allowances as other circuit court judges, and serves a six-year elected term

A Governor-appointed judge filling the initial vacancy is eligible to run for election to succeed himself in the position

Counties comprising the Fifth Judicial District must provide courtroom and office facilities, supplies, a court reporter, and a trial court administrative assistant, with costs paid from the county treasury and quorum court appropriations
