Repeals § 6-19-123 requiring a transportation efficiency study by the Bureau of Legislative Research on public school student transportation costs and methods.

Amends § 6-19-126(a) to change school bus warning notice from "IT IS A VIOLATION OF ARKANSAS LAW TO PASS A SCHOOL BUS FROM ANY DIRECTION WHEN IT IS STOPPED TO LOAD OR UNLOAD A CHILD" to "ARKANSAS LAW: STOP WHEN RED LIGHTS ARE FLASHING".

Modifies § 6-20-1407 building plan approval requirements to clarify terminology, distinguish between new construction and additions/renovations, and streamline the approval process for self-funded projects.

Repeals § 6-20-2513(c) concerning appellant opportunity to testify before the committee regarding commission decisions on public school facilities.

Changes facilities master plan requirements from ten-year to six-year planning cycles in multiple code sections (§§ 6-21-803, 6-21-806) and revises planning timelines and terminology related to new construction and maintenance definitions.
