Shifts transportation cost responsibility from the state to the transferring district or charter school, except when the transferring district receives a category level 3 or higher performance rating, at which point parents become responsible for transportation costs.

Prohibits school districts from denying students admission to schools of their choice within their district unless there is an actual lack of capacity at the school.

Defines actual lack of capacity as only being claimable when a school district has reached the maximum student-to-teacher ratio allowed under federal law, state law, accreditation standards, or other applicable regulations.

Prohibits use of a student's race or ethnicity as a basis for denying admission to a school of choice.

Allows students or parents to appeal a school district's denial of admission due to lack of actual capacity to the State Board of Education after receiving written notice of denial.
