Adds three new general revenue sources to Arkansas Code Title 19, Chapter 6: additional cigarette and tobacco taxes (Acts 2009, No. 180), partial-birth abortion civil fines and penalties (Acts 2009, No. 196), and international student exchange visitor placement organization registration fees (Acts 2009, No. 966)

Amends commercial driver license fee provisions to clarify that examination fees, temporary permit fees, and driver license application fees are special revenues

Repeals the Apprentice Plumber Program Fund and Cosmetology Operating Fund statutory provisions, eliminating dedicated fund structures for these programs

Adds two new special revenue sources: annual fleet management fees and securities agents branch office registration filing fees

Amends the Abandoned and Orphan Well Plugging Fund to include proceeds from transfers of wells, well-site equipment, or hydrocarbons as authorized funding sources

Effective July 1, 2011, declared an emergency due to changes in revenue laws since the Revenue Classification Law was enacted
