Amends the Sustainable Energy-Efficient Buildings Program to allow institutions of higher education to voluntarily administer energy management and maintenance programs, whereas public agencies must administer such programs.

Updates energy consumption baseline standards from January 1, 2009 to January 1, 2011 for the American Society of Heating, Refrigerating, and Air-Conditioning Engineers Standard 90.1-2007 used in major facilities and renovations.

Modifies energy audit requirements so each public agency occupying state-owned buildings must complete audits using specified procedures and report findings to the Arkansas Energy Office, with a deadline extended from July 31, 2009 to June 30, 2011.

Changes the annual reporting deadline for public agencies' utility consumption and costs from April 1 to October 31.

Makes the Arkansas Energy Office's implementation of energy policies and standards contingent on available funding.
