Repeals the Lead-Based Paint-Hazard Act of 1997 (Arkansas Code Title 8, Chapter 4, Subchapter 4) and establishes a new Arkansas Lead-Based Paint-Hazard Act of 2011 under Arkansas Code Title 20, Chapter 27.

Transfers the Lead-Based Paint-Hazard Fund and all related powers, duties, functions, assets, records, and appropriations from the Arkansas Department of Environmental Quality to the Department of Health, effective July 1, 2011.

Requires consultants, contractors, and training providers to obtain licenses from the Department of Health before conducting lead-based paint activities in Arkansas, with licenses valid for one year and renewable upon meeting department requirements.

Establishes the Department of Health's authority to regulate training programs, examinations, licensing standards, and certification for individuals and firms performing lead-based paint abatement, inspection, risk assessment, and related activities in target housing and child-occupied facilities.

Declares an emergency due to lead and lead-based paint posing immediate danger to children and families, making the act effective July 1, 2011.
