Amends Arkansas Code § 8-6-203 to add definitions for "household hazardous waste" (waste from households including cleaners, gasoline, paint, motor oil, and pesticides) and "household hazardous waste storage or processing center" (facility that stores, accumulates, or processes such waste).

Creates new § 8-6-223 requiring persons to obtain a permit from the Arkansas Department of Environmental Quality before owning or operating a household hazardous waste storage or processing center.

Mandates permit applicants demonstrate financial ability to ensure proper disposal of household hazardous waste equal to or greater than 150% of a third party's disposal cost, through insurance, letter of credit, bond, trust fund, escrow account, or other approved financial instrument.

Requires centers to obtain a certificate of need from the regional solid waste management board before submitting a permit application, with centers exempted from this requirement if operating before the act's effective date.

Exempts recyclable materials collection centers operated by cities, counties, or solid waste districts that store less than 110 gallons of each type of household hazardous waste, not exceeding 5,000 gallons of liquid or 10,000 pounds of nonliquid waste total.
