Establishes maximum of 148 regular employees for the Workers' Compensation Commission for fiscal year 2011-2012, with positions ranging from WCC Chairman at $123,784 to Administrative Specialist I at Grade C106.

Authorizes up to 2 part-time or temporary "Extra Help" employees at rates not exceeding those provided in the Uniform Classification and Compensation Act.

Appropriates $27,961,803 from the Workers' Compensation Fund for administration, including $7,640,352 for regular salaries, $2,229,582 for personal services matching, and $15,000,000 for investments.

Appropriates $163,750,000 from the Death and Permanent Total Disability Trust Fund for refunds, death and total disability claims, and investments.

Appropriates $9,250,000 from the Second Injury Trust Fund for refunds and second injury claims, and $140,000 from cash funds for scholarships and educational conference expenses.
