Repeals Arkansas Code Title 21, Chapter 5, Subchapter 3, which established the Supplemental Services Salary Pool program.

Eliminates the authorization for state agencies and institutions to create supplemental emergency personal services positions (200 positions for Executive Department, 50 for Legislative Department, 50 for Judicial Department).

Removes procedures for agencies to request approval from the Governor, Legislative Council, or Chief Justice to establish temporary positions for unanticipated legal responsibilities or emergency needs.

Eliminates the requirement for the Chief Fiscal Officer to report quarterly to the Legislative Council on approved supplemental personal services requests.

Removes the ability for the Chief Fiscal Officer to transfer appropriations between line items to fund supplemental emergency positions.
