Allows auxiliary law enforcement officers appointed as reserve law enforcement officers, if certified by the department, to operate instruments that determine alcohol content of breath under Arkansas Code § 5-65-204(b)(1)(C).

Requires the department to promulgate rules implementing the certification and operation requirements for auxiliary/reserve officers conducting breath alcohol tests.

Removes the exclusion of auxiliary law enforcement officers from training classes for radar operators and radar instructors sponsored by the Arkansas Law Enforcement Training Academy under Arkansas Code § 12-9-402(7).

Makes auxiliary law enforcement officers appointed as reserve officers eligible for certification as police traffic radar operators to detect vehicle speed under Arkansas Code § 12-9-403(g), provided they meet commission regulations.

Updates terminology throughout the affected code sections, changing references from "permit" to "certificate" and clarifying departmental authority over certification and revocation processes.
