Prohibits the Arkansas Lottery Commission from selling lottery tickets or shares through self-service displays, including vending machines.

Defines "self-service display" as any display containing lottery tickets or shares that are readily accessible to customers without employee assistance.

Allows the commission to use electronic or mechanical devices for ticket sales only if they include procedures to prevent purchase by individuals under 18 years of age.

Subjects retailers who knowingly allow persons under 18 years of age to purchase lottery tickets from electronic or mechanical devices to penalties under Arkansas Code § 23-115-901.

Updates statutory definitions relating to the Arkansas Scholarship Lottery Act to add "self-service display" and renumber subsequent definition sections.
