Establishes a maximum noise level of 55 dB(A) Leq for continuously operated non-wellhead compressor facilities during normal full-load operating conditions, as measured from the nearest pre-existing noise sensitive area.

Defines "noise sensitive area" as buildings with established mailing addresses used as private residences or other non-industrial purposes involving regular or continuous occupancy, including schools and hospitals.

Requires the Arkansas Oil and Gas Commission to notify facility owners of noncompliance, with owners having one year from receipt of notice to remedy the violation using reasonable diligence.

Specifies measurement methodology using Type 1 sound level meters per American National Standards Institute standards, with provisions to exclude extraneous noise sources such as wind, traffic, and wildlife sounds when possible.

Exempts accidental events, emergency situations, temporary operational deviations, and maintenance activities from noise limitations, though owners must take reasonable measures to minimize nighttime noise during such events.
