Amends Arkansas Code § 23-18-701 to require all electric and natural gas public utilities subject to Arkansas Public Service Commission jurisdiction to consider clean energy and renewable resources in resource plans and natural gas procurement plans.

Modifies § 23-18-702 to extend clean energy resource consideration requirements to natural gas utilities in addition to electric utilities.

Expands § 23-18-703 authority to allow the Arkansas Public Service Commission to approve, implement, and monitor clean energy and renewable energy measures for both electric and natural gas utilities, including cost recovery mechanisms through temporary surcharges or approved tariffs.

Allows biofuel use by electric or natural gas utilities that displaces an energy equivalent of fossil fuels to count toward satisfaction of the utility's energy efficiency or conservation goals established by the commission or by law.

Preserves the commission's existing authority to order, require, promote, or engage in other energy resource practices or procedures.
