Amends Arkansas Code § 25-36-103(a) to require state agencies to include language in all requests for proposals and qualifications that encourages minority participation and requires contractors to describe their hiring practices.

Amends Arkansas Code § 25-36-104(c) to require state agencies to report to the Joint Budget Committee on all contracts exceeding $25,000 awarded to minority-owned businesses and the hiring practices of all contractors awarded such contracts.

Extends the same reporting requirements to state colleges and universities, requiring their vice presidents or vice chancellors for finance to submit identical information to the Joint Budget Committee.
