Towing and storage firms cannot charge storage fees for days when the firm is not open for business, preventing owners from being charged for inability to reclaim their vehicles during closures.

Possessory liens by towing and storage firms extend to attached trailers and their contents, including vehicles or boats within those trailers.

Specific items are exempt from towing and storage firm liens without limitation: personal or legal documents, medications, child-restraint seating, wallets or purses and contents, prescription eyeglasses, prosthetics, cell phones, photographs, and books.

Exempt items must be released without charge to the vehicle owner or operator by the towing and storage firm upon request.

Vehicle contents subject to a possessory lien must be released without charge to the owner or operator upon request at any time before a waiver of rights, title, and interest is executed.
