Prohibits private ownership, possession, breeding, and transfer of nonhuman primates in Arkansas, with violations classified as Class A misdemeanor.

Exempts institutions accredited by the Association of Zoos and Aquariums, registered nonprofit humane societies, veterinary hospitals, wildlife sanctuaries, and law enforcement officers from the prohibition.

Defines "wildlife sanctuary" as a nonprofit organization under Internal Revenue Code §501(c)(3) or (4) that provides lifetime care for abused, neglected, or abandoned primates, excluding facilities that use primates for entertainment, breed them, or sell their body parts.

Exempts Arkansas State Game and Fish Commission employees performing official duties, holders of valid Scientific Collection Permits, and holders of Wildlife Breeder/Dealer Permits from the ownership restrictions.

Creates new Subchapter 6 in Arkansas Code Title 20, Chapter 19 establishing comprehensive regulations on primate ownership and animal control authority.
