Amends Arkansas Code § 8-9-405(c) to add a new subdivision establishing distribution of waste tire grant funds derived from automobile tire fees, truck tire fees, and additional truck tire fees to regional solid waste management boards in the district where tires were disposed when replaced by new tires.

Excludes waste tire abatement grants and support grants from the new distribution requirements under the amendment.

Creates new Arkansas Code § 8-9-407 establishing that the Arkansas Department of Environmental Quality shall distribute waste tire management grant funds quarterly to each regional solid waste management board based on the number of automobile tires disposed in the previous calendar year.

Ties fund distribution to the district where waste tires were disposed when replaced by new tires on which automobile tire fees were imposed at retail purchase.
