Allows owners of personal-use vehicles (pleasure vehicles and Class One trucks or vans) to register for either 2 or 3 years instead of annually through the Arkansas Office of Motor Vehicle.

Requires applicants to provide proof of timely property tax payments and continuous motor vehicle insurance coverage for the entire registration period, plus payment of registration and licensing fees for all years upfront.

Vehicles must have been continuously licensed and registered for the full period sought (2 or 3 years) before becoming eligible for multiyear registration.

Authorizes the Office of Motor Vehicle to revoke multiyear registrations if owners fail to pay property taxes, with a $50 reinstatement fee deposited into the State Central Services Fund.

Permits the Office of Motor Vehicle to establish administrative rules for implementing the multiyear registration program.
