Amends the definition of "job sharing" to allow two or more persons to cover a single full-time position, rather than exactly two persons.

Establishes salary increase rates for classified state employees: 1.86% on July 1, 2011, and 2.38% on July 1, 2012, with additional 2% increases available upon Governor approval if general revenues are sufficient.

Repeals the late shift pay provision (§ 21-5-213) that previously allowed up to 5.5% additional compensation for employees working evening and night shifts.

Modifies shift differential provisions under § 21-5-220 to cap evening shift differentials at 6% and night shift differentials at 12% of hourly rate.

Updates merit increase percentages effective July 1, 2011: 1.5% for satisfactory performance, 3% for above average, and 4.5% for exceeding standards; declares act effective July 1, 2011, as an emergency measure.
