Amends the definition of "job sharing" to allow two or more persons (previously "two persons") to share a single full-time position.

Revises salary increase rates for the 2011-2013 biennium: 1.86% on July 1, 2011 and 2.38% on July 1, 2012 (replacing previous 2.3% rate), with additional 2% increases possible if general revenues are available.

Repeals § 21-5-213 concerning late shift compensation (up to 5.5% premium) and replaces it with § 21-5-220 shift differential provisions allowing up to 6% for evening shifts and 12% for night shifts.

Repeals the temporary position pool (250 career service and 150 professional/executive positions) that was set to expire June 30, 2010.

Changes merit increase payment timing from permanent base salary additions to lump-sum payments for career service employees at maximum pay levels, effective July 1, 2011, with act taking effect July 1, 2011.
