Creates Senate and House Electronic Prescribing Subcommittees to be established within 30 days of the act's effective date, with chairs appointed by the respective committee chairs of Public Health, Welfare, and Labor.

Requires the subcommittees to meet jointly during the biennium between the 2011 and 2013 regular legislative sessions to study electronic prescribing systems including medication history, formulary status, patient information access, and electronic prior authorization processes.

Directs subcommittees to develop policies limiting marketing in electronic health record systems, encouraging evidence-based information at point of care, and standardizing prior authorization with a universal form for electronic use.

Requires subcommittees to submit findings and legislative recommendations to the Senate and House Public Health, Welfare, and Labor committee chairs by October 1, 2012.

Subcommittees expire on December 31, 2012.
