Repeals the definition of "grade inflation rate" from Arkansas Code § 6-15-419(16), which measured the statistical gap between assigned grades and student performance on college entrance exams like the ACT.

Removes "grade inflation rate" from the annual report requirements for public secondary schools under Arkansas Code § 6-15-2006(b)(3).

Amends Arkansas Code § 6-15-421(d) and (e) to eliminate the Department of Education's requirement to report grade inflation data to the state board and General Assembly.

Maintains the Department's authority to investigate classroom practices at schools where more than 20% of students receive a letter grade of "B" or above but fail end-of-course assessments on their first attempt.

Changes regulatory language from "authorized" to "may" regarding the state board's ability to promulgate rules and regulations related to end-of-course assessment procedures.
