Clarifies Arkansas Code § 6-20-2305(a)(4)(B) regarding the Department of Education's recoupment of state foundation funding from school districts whose net revenues exceed 98% of the uniform rate of tax multiplied by property assessment

Beginning with the 2011-2012 school year, the recoupment provision applies to all school districts regardless of whether they received state foundation funding aid in that school year

The Department of Education is prohibited from recouping any foundation funding for school years prior to 2011-2012 from districts whose net revenues exceeded the 98% threshold

Establishes the recoupment amount as the difference between a school district's actual net revenues and the sum of 98% of the uniform rate of tax multiplied by the school district's property assessment
