Amends Arkansas Code § 21-8-304 to clarify that public officials and state employees cannot use their position to secure special privileges for themselves, their relatives, or those with substantial financial relationships.

Prohibits public officials from accepting employment or engaging in activities that would require disclosing confidential information obtained through their official position.

Forbids public officials from disclosing or using information gained through their position for personal gain or benefit.

Creates an exception allowing activities, business, or transactions if they are conducted in good faith, on fair terms no more favorable than offered to disinterested parties, and approved in writing by the relevant entity after the official discloses the relationship and abstains from voting.

Defines "public official" to include individuals holding elective offices at state, county, or city level, and members or trustees of boards or commissions at state, county, city, local, improvement district, or school district levels.
