Sets filing deadlines for bills: appropriation bills by the 50th day of a regular session and other bills by the 55th day, except with two-thirds consent; retirement system bills must be introduced within the first 15 days; health care licensure bills must be introduced within the first 15 days with restrictions on subsequent action for an additional 15 days

Requires bills to contain only one subject expressed in the title and have at least one sponsor from their originating chamber, with cross-chamber sponsorship permitted

Establishes procedures for bill enrollment, signing by the Speaker and Senate President, submission to the Governor, and limits on amending bills after they return from the other chamber without expunging prior votes and resetting to second reading
